legislaci\u00f3 a Andorra: Un respir per al mercat de lloguer"},"content":{"rendered":"\n<p>En els darrers anys, l&#8217;acc\u00e9s a un habitatge assequible ha esdevingut un desafiament creixent per als residents d&#8217;Andorra, exacerbat per un creixement residencial notable i l&#8217;augment de la inflaci\u00f3.&nbsp;En resposta a aquesta problem\u00e0tica, el Govern del Principat d&#8217;Andorra ha pres mesures significatives amb la publicaci\u00f3 de la Llei 24\/2023 de 28 de novembre, de mesures d&#8217;est\u00edmul i estabilitat del mercat d&#8217;arrendament d&#8217;habitatges, que va entrar en vigor. 1 de gener del 2024.<\/p>\n\n\n\n<p>Aquesta llei sorgeix com un esfor\u00e7 per oferir solucions tant a llogaters com a propietaris, en un context on la tensi\u00f3 social i la dificultat d&#8217;acc\u00e9s a l&#8217;habitatge han pressionat l&#8217;executiu per intervenir al mercat de lloguer.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Aspectes clau de la nova normativa<\/h2>\n\n\n\n<p>La llei introdueix un sistema de pr\u00f2rrogues i actualitzacions de renda que varia segons l&#8217;any de formalitzaci\u00f3 del contracte d&#8217;arrendament, amb l&#8217;objectiu de protegir els arrendataris davant d&#8217;increments desproporcionats i oferir certa estabilitat als propietaris.<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Pr\u00f2rrogues i actualitzacions<\/strong>&nbsp;: Els contractes d&#8217;arrendament subscrits en anys anteriors a 2022 es beneficien de pr\u00f2rrogues autom\u00e0tiques, amb actualitzacions de renda que depenen del preu per metre quadrat, no excedint en general l&#8217;IPC m\u00e9s un percentatge addicional limitat.<\/li>\n\n\n\n<li><strong>Excepcions a les pr\u00f2rrogues<\/strong>&nbsp;La llei estableix excepcions clares, com l&#8217;\u00fas de l&#8217;habitatge per a fins socials per part del Govern, la necessitat d&#8217;obres de seguretat, o l&#8217;\u00fas propi per part del propietari, entre d&#8217;altres.<\/li>\n\n\n\n<li><strong>Resoluci\u00f3 de contractes<\/strong>&nbsp;: Es permet la resoluci\u00f3 de contractes sota condicions espec\u00edfiques, cercant sempre la protecci\u00f3 de l&#8217;inquil\u00ed i evitant increments excessius a la renda.<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\">Impacte i perspectives<\/h2>\n\n\n\n<p>La implementaci\u00f3 d\u201faquesta llei representa un pas endavant cap al\u201festabilitzaci\u00f3 del mercat de lloguer a Andorra.&nbsp;En limitar els increments de renda i establir pr\u00f2rrogues autom\u00e0tiques, es busca protegir els llogaters m\u00e9s vulnerables i oferir previsibilitat tant a arrendataris com a arrendadors.<\/p>\n\n\n\n<p>Experts i autoritats coincideixen que aquestes mesures s\u00f3n crucials per alleujar la pressi\u00f3 sobre el mercat de lloguer, tot i que tamb\u00e9 assenyalen la import\u00e0ncia de continuar treballant en solucions a llarg termini que abordin l&#8217;escassetat d&#8217;oferta i promoguin un mercat de lloguer m\u00e9s din\u00e0mic i accessible.<\/p>\n\n\n\n<h2 lloguer.&nbsp;Tot i que representa un aven\u00e7 significatiu, el di\u00e0leg entre tots els sectors implicats ser\u00e0 essencial per assegurar que les mesures adoptades es tradueixin en beneficis tangibles per a la poblaci\u00f3 andorrana, sense perdre de vista la necessitat d&#8217;una visi\u00f3 a llarg termini que garanteixi un equilibri sostenible mercat
